1. Constitutional Role: Head of the Public Service
Under Section 83 of the Falkland Islands Constitution Order 2008, the Chief Executive is the administrative head of the Falkland Islands Government and Head of the Public Service. The Chief Executive reports to the Governor and the Executive Council, ensuring that policies formulated by elected MLAs are implemented across government directorates.
The Chief Executive holds a permanent constitutional seat on both the Executive Council (ExCo) and the Legislative Assembly (LegCo), providing expert administrative and policy counsel during all legislative sessions and cabinet meetings.

Prior to joining the Falkland Islands Government in 2021, Andy Keeling served for more than a decade as Chief Operating Officer of Leicester City Council in the United Kingdom, overseeing large-scale civil engineering projects, urban development, and multi-million-pound public budgets. In the Falklands, he manages key capital infrastructure projects including the new port facility, airport modernizations, and renewable energy transitions.
