On 10 June 1829, Buenos Aires Governor Martín Rodríguez promulgated an ambitious decree purporting to create a 'Political and Military Command' over the Falklands and appointing German-born merchant Luis Vernet as commander.
British Chargé d'Affaires Woodbine Parish did not lose a single moment. On 19 November 1829, Parish formally delivered a comprehensive protest note to Argentine Foreign Minister Tomás Guido.
Parish asserted that the Falklands were the sole, rightful possession of the British Crown, deriving from original discovery and the 1771 settlement, and declared the Buenos Aires decree utterly null and void. Great Britain never acquiesced to Argentine claims.
