1. Why the 2013 Referendum Was Called
Between 2007 and 2013, the Argentine administration of President Cristina Fernández de Kirchner dramatically escalated diplomatic, economic, and maritime pressure against the civilian population of the Falkland Islands. Buenos Aires enacted Presidential Decree 256/2010 attempting to restrict international shipping traversing Argentine waters to and from the islands, harassed cruise ships, and conducted international campaigns at the UN asserting that the islanders were an "implanted population" with zero rights.
Faced with constant efforts by Buenos Aires to negotiate sovereignty over their heads without their consent, the democratically elected Legislative Assembly of the Falkland Islands announced a free, fair, and internationally observed referendum to allow the islanders to express their democratic will unambiguously to the world.

Entre 2007 y 2013, el gobierno de Cristina Fernández de Kirchner intensificó el hostigamiento diplomático, económico y marítimo contra la población civil de las islas. Buenos Aires dictó el Decreto Presidencial 256/2010 pretendiendo restringir el tránsito marítimo internacional, bloqueó barcos comerciales y de turismo, y desplegó una ofensiva internacional en la ONU afirmando que los habitantes eran una "población implantada" sin ningún derecho humano o político.
Frente a la pretensión de Buenos Aires de negociar su soberanía y su destino a espaldas de la población y sin consultarles, la Asamblea Legislativa de las Islas Falkland decidió convocar a un referéndum libre, transparente y monitoreado internacionalmente para que los propios habitantes manifestaran su voluntad democrática ante el mundo.

To ensure that the referendum was beyond reproach, the Falkland Islands Government invited the Referendum International Observation Mission (RIOM), comprising senior election observers from Canada, Mexico, the United States, Uruguay, Paraguay, Chile, and New Zealand. In their certified final report, the international mission unanimously concluded:

In February 2013, weeks before the vote, Argentine Foreign Minister Héctor Timerman travelled to London for bilateral talks.
